Local Averaging command

The Local Averaging is a blur filter type. It softens a selection or an image, and is useful for noise reduction.
It smoothes transitions by averaging the color/intansity values of pixels next to the hard edges of defined lines and shaded areas.
The filter is applied on those pixels, where the difference between the new value and old value is below or equal with the threshold.
If the difference is above of the threshold the pixel's value is not changed, in order to avoid the filtering of edges.
